The Superfund Amendments and Reauthorization Act (SARA), passed by Congress on October 17, 1986, amended CERCLA, the law that created Superfund, to reflect the lessons learned by Superfund in its first six years of existence. SARA reinforced the importance of human health, community involvement, cooperation with state and local laws and authorities, and permanent solutions to hazardous waste cleanup.
